Television is shot either in HD or SD. If it's in SD there will be 480 or 576 lines that make up the image. Once the content has been captured in SD it will never become HD quality.
Most movies are shot on film rather than straight to video. 35mm and 70mm film have a higher resolution than SD or HD television signals. When a film is broadcast, it is run though a tele-cine unit which creates a video signal from the original film. Films that were shot before the days of HD didn't suffer from television resolution because they were never constrained by television storage or processing.
The tele-cine process often includes video processing to reduce image noise such as scratches, dust and film grain. This means that seeing older films on HD gives us a viewing experience that is as good as we have ever been able to see them.
