The person seeking the recovery of money owed must file a lawsuit in the proper court of venue. If they win they will be awarded a writ of judgment which in most states can be used to garnish the debtor/defendant's bank account. Be advised that in many states a judgment cannot be enforced against marital and/or joint accounts. If the winning plaintiff tries to execute the judgment against any exempt property owned only by the debtor or jointly owned he/she may end up on the "wrong side" of a lawsuit.

In order to restrain a person from accessing the bank account the police can freeze the bank account. Without notice to the restrained party, an application to the Court ex parte is made, which when accepted will be used to freeze the account on intimating the bank.

If you think another person owes you money you can bring a civil action. If you obtain a judgment in your favor the court will issue an execution that allows the sheriff to sieze any property of the defendant. If you know of any bank accounts owned by the defendant the sheriff can serve a copy of the execution on those banks and sieze all interest in the accounts in the amount that will satisfy the judgment.

The bank can freeze any account that is held by a customer with the bank. But, this does not happen at the banks wish. Usually a legal order by law enforcement agencies (police or cops) is required to do so. Usually cops and federal authorities freeze bank accounts of terrorists and known malicious elements of the society.

You cannot ask the bank to freeze your account. But, you can ask them to close it if you want.

The "freezing", seizure or levy of bank account funds are only possible through a court order regardless of how the accounts are established. The exception of course being the IRS.
