I don't think you can unless the cat wants to. Cats only urinate where they think it's safe and where it won't get in the way of anything. They usually urinate in sand pits, or boxes, or just places they know they are allowed to 'urinate' in!
Take any cat that struggling to urinate directly to the Vet, this is very serious. A cat, especially male, can die quickly from urinary crystals.
That's a very good question. Usually it is the other way around. They will deficate in the box, but urinate outside the box to mark their territory. A female cat will do this when she is in estrus in the hopes of luring a mate. If you get her spayed or neutered if this is a male cat it will cut down most of this behavior.
Male cat's spray but a female cat will urinate on furniture. If you get them fixed they won't spray. Make sure their litter box is clean. Spray your furniture with orange or lemon scent cat's can't stand that scent.
