It sounds like you're the boy. The last answerer thought you were a girl.Well, some girls are to shy to ask boys out on a date (like me) and will want to wait until you ask them out. But first you should get to know them and be kind and friendly to them. If they still are your friend after doing all of that, maybe ask them to come over for your birthday party or something. If she comes, then you should ask her at the end of the party or whatever you're doing and say something like: "Hey, . I was wondering if you would want to come to the with me (you can include your friends for your first 'date' if you want). Say something like that. If she likes you, she will PROBABLY come (it depends on if her parents let her, extc.). I hope that this helped.
