It is portable because it plugs into an electric outlet instead of being wired directly to a dedicated mains circuit. Even though it is difficult to remove an AC unit from a window and place it in another, it is possible to do so without causing any permanent changes to either window or AC unit. While heavy, it is light enough that 2 people can carry it without extra equipment. That makes it technically portable.
