Should a viable electric car ever reach production they could help the local environment by displacing the pollution point to power stations which would not have to be near cities. The overall pollution would probably not change significantly. CO2 from auto's is a minor contributor to CO2 overall and the primary pollution from auto's occurs when they are dis guarded. Electric cars would have shorter lifespans and thus dis guarded quicker.
Electric cars would certainly have a place where humans travel less then 20 miles a day (their current realistic range). The average person in the USA travels 4 times this amount. The electric car would need at least a 200 mile potential range to become economically viable. This is why we have seen promises of electric cars for decades yet no production models yet available.
