An individual needs to be courageous enough to speak out against social injustices. He must look for people who have the same ideals and come up with a petition or peaceful protest to gain acknowledgement.

I would assert that individuals influence public policy in four basic ways: leveraging institutions, dominating institutions, external leverage and unintended consequence. An example of leveraging institutions would be the legitimate pursuit of public office that results in an individuals ability to shape public policy through the established political means. In other words, winning the political authority to draft and enact policy in a manner that is legally sanctioned. By contrast, dominating institutions refers to an individuals ability to alter the political institutions so as to allow the individual to have a dictatorial level of authority. Historically, there are a number of examples of individuals who were freely elected, only to dissolve the democratic process and award themselves unlimited power to implement policy. External leverage is employed when an individual acts outside of the political process to generate, or represent, support for policy. By organizing support among the electorate or political donors, an individual can, without holding an elected position, influence those who shape policy. This has been perfected in the United States as the art of "lobbying". Finally, there is the unintended consequence. Policy can be shaped when an individual takes such dramatic steps that the public and political leaders are compelled to take action. For example, following a tragic shooting, initiated by one individual, the public and its lawmakers may be compelled to review gun laws and seek changes in policy.
