The answer is no. I took a plea deal on a bad case and the police officer was discharged for lying on his case files. I was not allowed to have a new hearing due to accepting plea deal.
I know in my Son's case they have moved him because of being overcrowded, and then they moved him back. He was at a county jail and they sent him over to a Federal Jail for about a month and sent him back. They are mixing to move him again but it is because he took a Plea Bargain and will need to serve 5 months more in a State Jail, he is in a County Jail right now but overcrowding is the main reason he isn't moving right now.

Not unless you were dragged into court. Either the officer wrote you a ticket or a citation, which you signed. If you did not appear you may have been found guilty in absentia or a warrant issued either in place of or in addition to the fine, or your license is suspended, depending on what they do there. The only way you could get a fine without a citation is if the officer arrested you, took you to jail and had you appear before a magistrate for either a plea or immediate trial.
