Not on the same network it can't. If you are using internal private addressing then the address could be duplicated in many other networks. Private addresses and NAT proxy do not reveal the actual IP address (it is translated on the way out of and into a network). In that case the internal IP address may be the same (in different networks).

One computer on a network will drop another if both computers are using the same IP Address. This can be solved by assigning both computers automatic IP address, and Windows will automatically deal with the network issue.
A computer uses the Address Resolution Protocol (ARP) to find another machine's MAC address. When it needs to communicate with another device on the same local network, it sends out an ARP request, which is a broadcast message that asks, "Who has this IP address?" The device that owns that IP address responds with its MAC address. Once the requesting computer receives the MAC address, it can then send data directly to the intended device.
If your dad is in another house then you will need to know _his_ internet IP address, the one he connects to the internet with. If your dad is in the same house as you then you will need to know his _LOCAL_ address. If may be similar to this: 192.168.1.xxx, the x's being the number of the computer. Let's say his is 192.168.1.1 and 192.168.1.2 may be yours but you have to type his number into the Minecraft server window in order to connect to his server.
just make a account for like hotmail.com or comcast.net
That means that the DHCP server keeps track of what IP addresses - out of a pool (or set) of addresses - have been assigned. Any time a host (computer or similar) requests an IP address, the DHCP server will assign an available address and mark it, in its memory, as "assigned" so it won't assign the same address to another computer. That means that the DHCP server keeps track of what IP addresses - out of a pool (or set) of addresses - have been assigned. The computer's MAC address must be unique, and the internal IP address must be unique. Either of these being the same as another computer's causes issues which won't let your computer connect.
