Atoms are neutral as long as they contain the same number of protons as electrons. If there are more electrons than protons, the atom has a negative charge. If there are less electrons than protons, the atom has a positive charge.

If an atom has positive energy you can add electrons to make the atom neutral. If there is negative energy you can add protons to neutral it. This is not an easy process. This is a chemical one.

An atom maintains it's neutral charge by the protons and electrons staying balanced. If the protons and neutrons are balanced then it will stay even , it Will stay neutral.
