I'm going to try an answer this diplomatically without getting on a soapbox, haha! I think that government can be threatened when the people it has vowed to protect, support and serve no longer support it. It can be threatened when political parties or outside countries deem it weak and insufficient to sustain itself and it falls victim to attack. It can be threatened when the inner system of the government is unable to function due to differences or crimes within itself.
