No, they don't. Once you flip a switch it is on. Some Jedi (or anyone who can use the force) build their lightsaber with the switch on the inside of the lightsaber so no one can use their own weapon on them without opening themselves in the force.
Well, every Jedi builds their own lightsaber and as far as I know, that's the only thing they build.

Do you mean a toy? I think if you can find one of those build your own saber kits that includes Darth maul's saber, also i know you can build them at Disneyland so they have got to be out there.
