No. Hair is dead. Hair follicles are the only alive part of the hair. They're what grow and contribute their dead cells to hair growth.
Once hair follicles are dormant and have not produced hair in some time, chances of hair growing back are very slim. Once follicles are dead, there is no reviving. However, if you are able to catch hair thinning before the hair follicles are no longer producing, you can help to keep the follicles stimulated. There are natural ways as well as pharmaceutical ways to help slow down hair loss.
There are no hair follicles on the tongue.
yes because the hair follicles are always working.it would be painful though
Normally yes, but if you happen to be dead at the time of the trimming of the hair then as long as you're dead, your hair will not grow back.
You either wait for a little to see if will grow back. If not just use some hair growing products. See links.

Hair Follicles
They grow from hair follicles under your skin.
Hair grows back one way or another. Skin cells in the head will produce the material which sprouts out as hair. If the scalp was burnt and it was scarred your hair may not grow back though. The hair follicles would have been damaged. But if your hair just got burnt it will grow back.
There is a chance that you burned your hair follicles to the root, if that's the case, hair won't ever grow back. Sorry.
If the hair is just damaged then it will grow back. If the extent of the burn has reached and scalp and it gets scarred then there may not e regrowth as the follicles will be damaged.
