Knowing culture one realizes quickly that a few always want to control the many. Usually with religion, army or wealth. This is bad for culture in general hence Greece, 3,000 years ago, created a true democracy. T A real method to simply return government to the people is shown. Send to whomever might actually listen and someday you may have a society controlled by the many not the few a true democracy.
