It cannot do it the direct way. Nuclear energy makes heat and this heat can be used do heat water that drives normal turbines that make electricity.
Most commonly, nuclear energy is used to boil water and produce high pressure steam. The steam is then used to turn a turbine, which turns a generator which produces electricity.

Power plants rely on generators to generate electricity. In most conventional power plants, those generators are powered by steam or superheated water. Their water is heated by coal (or coke), or some other fuel to cause it to reach high temperatures. At the point where water is about to become steam, it is pushing against the sides of its container and that push is what makes the turbines turn. If you are using nuclear reaction as the heat source, that is what heats the water. Of course there are other issues to address (transmitting radioactivity into the water, regulating the amount of heat being produced, containing the nuclear waste), but fundamentally atomic fission is being used as heat source.

Do nuclear power plants make electricity from fossil fuel?

No. Nuclear power plants use a uranium to provide the heat to generate electricity from. By splitting the nuclei of uranium atoms (called nuclear fission), energy is released, which will be used for electricity generation. Uranium is a radioactive metal, not a fossil fuel.

No the turbines are turned of while the reactors are being refuled.

What role do fuel rods play in generating energy?

Fuel rods are the nuclear fuel in a nuclear power plant. They are used to turn water to steam, which is then used to turn a turbine. They do not "generate energy", since energy cannot be created or destroyed (E=mc^2). They are used to generate electricity, or to convert nuclear energy to electric energy.
