Runoff is a part of the water cycle. Surface runoff helps the environment by recycling water into the ocean that it may begin the cycle again. However, lately we have been getting acidic rain due to poisons, pesticides, and fertilizers. The runoff takes these pollutants and carries them to the ocean where it kills fish and causes mass reproduction of algae. It is then evaporated into the clouds where it eventually falls back to the earth harming many species of plants and animals.
Water also reaches the ocean as runoff from the surface. Runoff includes flow from rivers as well as melting snowfields and glaciers.
