Unfortunately there isn't any way to get your beard to grow faster - the growth rate is genetically determined. However, you may be able to create the impression of faster beard growth by maximizing the strength of your beard hairs. You can do this by eating a balanced diet, getting enough sleep and staying adequately hydrated - similar to what is recommended for women who want fuller, softer and stronger hair.
Of course, there is the easy way of making a beard. Just don't shave where you want the hair to grow, but maybe that was too simple an answer... Who knows?

By now, you should have some respectable shag on your face, and now you can work on shaping it into a good looking beard. Now you are going to need your razor, and some clippers or scissors. A beard is just a wild animal taking up residence on your face unless it is taught some manners. You need to know what you want it to look like, then you stand in front of the mirror and trim at it until it does.
It isn't common for a 12-y.o. to be able to grow a beard but, if you are already shaving at 12, you will get stubble.
