If you mean "Why does a penis become erect?' then the answer is simple. During the erectile process, excess blood flows into the Penis causing the sex organ to swell into a longer and harder extension of the body. This can happen because of sexual stimulation, puberty, or "happy thoughts" ( lol ). The reason it contracts into its smaller self is because the blood is flowing out of the penis.

You may be asking two different questions. As you grow from a child to an adult, the penis grows as do all parts of the body- by adding cells.

However, you may be asking about an erection, where the penis temporarily gets rigid and larger. When sexually aroused, the veins that carry blood out of the penis shrink, and the penis is inflated by the higher pressures inside. It consists of a spongy, stretchy tissue, so it can (temporarily) get bigger.

There is no medicine that makes your penis bigger. Despite the claims, no.
