They need to find a way to introdude flood plain zoning. This would mean no houses or important buildings being build at areas of high risk of flood. The last flood caused so much damage because the area right next to the wivenhoe dam was buillt on, and destroyed immediatly. This might be difficult to do though, because while it's easy to not build on certain areas, it's difficult to change the land that has already been built on.
