While it is true that there can be positive traits found in everyone, there are those that have completely disregarded that which is good according to Jehovah God, which is how one can be seen as 'completely evil'. Satan is the utmost example of one who has done this; Jesus described him as one who lacked truth completely, as well as being "the father of the lie". (John 8:44) There are people who, despite knowing the truth about Jehovah, disregard both Him and what He requires of us. These people Jehovah has allowed to descend into a "disapproved mental state", which moves them to throw out what's good in connection to Jehovah's standards. (Romans 1:21-32)

On the other hand, a person is able to change from being completely evil to being good if they change their actions and work in harmony with Jehovah's principles/commands. Doing so will make them clean in the eyes of God. (1 Corinthians 6:11)
