A broad topic is one that is very general and includes a lot of information. You want to avoid trying to write about broad topics in an essay or report, because you would not be able to fit all the information in - you'd have to write a book to explain a broad topic! For example, "Topics" is too broad a topic to write a paragraph about - "What does a broad topic mean?" is a good, narrow topic that I can easily write a good answer for!
You should focus your human resources management essay on a topic that affects the current business environment. Start your essay broad and focus the document towards the end.
