Cosmetics stains are very hard to remove. I had a bottle of concealer spill on my bathroom floor and I was never able to have it removed. You can try scrubbing the area with baking soda, baking soda is great for everything.

Oxalic acid is effective at removing rust stains.
Manganese dioxide (MnO2) stains on glassware can be easily removed by rinsing with an oxalic acid solution because oxalic acid reacts with MnO2 to form soluble manganese oxalate which can be washed away with water, leaving the glassware clean. Oxalic acid works as a chelating agent, helping to dissolve and remove the manganese dioxide stain effectively.
I was told to just super chlorinate the water. You may have to repeat with the super chlorination, but over time, stains should fade away.
