The statement of calling it a vacuum mean there a no atoms between a space without the atoms or molecules in this space heat can not be transferred. Without this transfer of heat things can not heat up or cool down.
The use of insulation. You can use a vacuum or dead air space. Since the only form of heat transfer that can travel through a vacuum is radiation. Dead air space can be very efficient when there are a lot of dead air pockets, like styrofoam.

If the water is cold, you can keep it cold by storing it in a well insulated container, ideally a vacuum flask, or failing that, a Styrofoam chest. That doesn't keep it cold indefinitely, but it does keep it cold longer than if you did not use an insulated container. Also, even if you do not have electricity or ice boxes, you may still be able to buy a bag of ice. Many stores sell them.

During an experiment, James Dewar formed a brass chamber that he enclosed in another chamber to keep the palladium at its desired temperature. He evacuated the air between the two chambers, and through the need for this insulated container, he created the vacuum flask.
Hot drinks such as tea and coffee are usually held in a thermos flask. The flask will keep the drink warm for several hours when one is outside or on the move. Cold drinks can also be kept in them or even non drinking liquids that one wishes to keep at a steady temperature.
