I am not aware that it can. I would imagine pouring any cool liquid over a sunburn will chill it down some, but I am not aware of any properties that vinegar would possess that would improve the patient's comfort or condition. I would instead consider a topical benzocaine cream, or something similar.

Does vinegar take the heat out of a sunburn?

It does on me. I don't know exactly how it works, but it draws the heat from the burn. Vinegar can be applied with a soft cloth, or add two cups to a warm bath and soak for 15 minutes. Either way, you will instantly feel better. Repeat every 4 hours for a bad burn, but usually after the first time, you feel improvement immediately. I also suggest using aloe vera after the first two applications of vinegar. The aloe keeps the skin mosturized and keeps skin from peeling so you won't lose the tan you suffered for! If you still suffer after vinegar, it may sound crazy, but lay down on cool concrete (perhaps a basement floor or carport.) The cool concrete draws the heat out, but it is only a temporary solution. Vinegar is the best way to go!

What do you use if you have a severe sunburn and it iches like crazy?

Right after you get the sunburn, take a nice cold bath to relieve the heat. Then, when you get out, put al ot of aloe on it. After you put aloe on it and it "sets/sinks in" put a good moisturizer on it. I like Jergens Ultra Healing (it last up to 24 hours). Then, after about a half hour or when your all "moisturized" mix a very little bit of water with some vinegar. Put a cotton ball in the vinegar and blot (don't rub it could make ur burn hurt) your sunburn. It'll relieve the pain and make the burn tan faster.

What type of heat transfer occurs when you get a sunburn?

RadiationNot really. Sunburn is not caused by heat at all, but by overexposure to ultra-violet (specifically UV-B) radiation. It causes damage directly to the DNA rather than heat damage to the skin. While the answer 'radiation' is technically correct as UV is a type of radiation, sunburn is not caused by heat transfer at all.
