While is SOUNDS impossible, yes. you can- under the right circumstances. It requiress an exact balance between an even source of heat, and the wetting of the bag. Heat keeps the paper from getting too mushy, water keeps the paper from catching fire. This has been used for years as a Boy Scout camping entertainment. Not suggested that you try it indoors- parts of the bag above the waterline catch fire, and sometimes the bag comes apart.

The boiling point of water is 100 degrees. However, the point at which paper burns is much higher than 100 degrees. When you boil water in a paper cup, all of the heat is transferred to the water, not the cup. When the water starts to boil, the paper stays unburnt. After the water has boiled through, there should be a small black mark on the base of the cup which can be easily removed.

Reduce the air pressure and it will boil spontaneously at a low enough pressure, even at room temperature.

(In space astronauts' blood would instantantly boil if they had no space suit!)
