5. buy plastic rosaries and how to say the rosary brochures and keep them in your Church vestible (see links below)

It is not only appropriate but highly recommended. In fact, after the last rites, there is no devotion more highly recommended. When visiting the sick and dying it is very common to say a decade of the Rosary with them or for them and to give them a rosary if they do not have one. It is very common to bury a Catholic holding a Rosary; this is not for mere appearances - it is to be hoped the Rosary was actually used in life by the deceased or said for them and it is buried with them as a sign of their devotion and confidence to others in Mary's promise to work for the salvation of those devoted to her patronage.

In the "good old days" it was common for the mourners to pray the rosary in common for the repose of the soul of the deceased. For the past 25 years (+ -- Vat II) since my ordination, a "wake service" to include scripture readings, prayers for the deceased and mourners is most common. From my experience, when a rosary is requested few, if any, of the mourners recite it.
