In order to manage world resources we would first have to have a world government, or at least a rather far-reaching international treaty concerning the management of world resources. So far it has been remarkably diffiuclt to obtain a treaty about reduction of greenhouse gas emissions, which is just one aspect of resource management. Realistically, I do not expect to see any form of unified global resource management.
