ANY POKEMON INSIDE THE BATTLE TOWER DON'T COUNT ON THE POKEDEX. You have to see them somewhere else. Example: Sableye is in Sapphire so you need Sapphire to transfer by Pal Park, or go to Iron Island bottom floor while you have Sapphire inserted. (Both of those you need the national pokedex.)
