How do you get guardianship for a child that is not your and lives in another country?

You can't obtain a legal guardianship for a child who does not reside in your jurisdiction. The court would not have any authority to grant a guardianship over a child who lives in another country.

If so, the child would need to establish legal residency where you reside before you could file a petition of guardianship. Otherwise, it would have to be done in the jurisdiction where the child now legally resides. In addition, you may need to secure permission from the court for the child to relocate if this hasn't been done.
