If we do what Jesus instructs us " To love God with all your heart, all your mind, all your soul and all your might" and "To love your neighbor as you love yourself," then we will care for others the way God wants us too.
God cares that we are coming closer to him, so if our conversion brings us closer to God, then yes, he cares. Finding God is a journey, and the only way that we can really know where he wants us to be is by praying about it and asking him to guide us. He will... we just have to listen when he does.
Roaming free is problematic (think of cows on the highways) but I believe that we should care for animals and minimize violence towards them.

The point of everything is to glorify God. That is why the world was created and that is why we exist. Therefore, he wants us to know him and be close to him so he can help us. But mankind wants more than one way to God. They are not satisfied as a whole that God has provided His Son Jesus so we can be close to God and have fellowship with him. That is the point of everything that what God has created would bring us close to him because we are glorifying God for what He has created.
