Arceus has yet to be released in any Nintendo Event, though it likely will in 2009 or 2010 to go along with the 12th Pokemon Movie. As of now, there is no way to obtain a truly legitimate Arceus. You can fight an Arceus in the game (and catch it) at the Hall of Origin on the Spear Pillar if you have the Azure Flute key item, but there is no way to obtain that item without the use of cheating.
