The key to catching lugia is preserverence. You will need these Hms: flash, whirlpool, surf. You will also need the silver wing, which you get from an old man in pewter city. Go to the store and buy as many ultra balls as possible. Then go to cianwood city and surf eastward. There is a chain of 4 islands, you want to go to the upper right one.

After you get to the bottom and lugia (save), then do as much damage as possible without killing it. YOU DO NOT NEED TO MAKE IT FALL ASLEEP. Just keep using ultra balls. There is a 3 in 150 chance that you will catch it with each ultraball, but that chance becomes better when lugia is damaged. I used about 20 ultraballs before i caught it, so just keep trying.
