It depends entirely on who "you" is and the extent of the envisioned change.

In order to add information to the end of a question or to modify a previously made contribution of yours, all that is necessary is to be a WikiAnswers Member. However, some questions are locked due to frequent vandalism or disputes. In those cases, to even do a minor change without being a Supervisor is not possible.

Modifying or removing someone else's contributions is a more complicated process. Only Supervisors should do this as it comes dangerously close to "blanking", which occurs when an acceptable answer is removed or altered. A non-Supervisor should add a second answer below, explaining the answer more clearly and perhaps even arguing with the other contributor's answer in a purely academic fashion. A Supervisor will see this and make the corresponding edits.

Yes. You or anyone else can change an answer on WikiAnswers. That's the whole point of a wiki. There's an "improve answer" button under an answered question. The exception would be an answer that's locked.

Why does WikiAnswers change 'I' to 'you' in the questions?

WikiAnswers changes 'I' to 'you' in the questions because WikiAnswers prefers second person over first person questions. It is part of the WikiAnswers Style Rules. It also makes the whole database a lot less hard to manage. Since we merge together questions that are asking the same thing, changing I to you automatically prevents us from having hundreds of thousands of other "I" questions that we would have to merge together.

Why isn't the blocking of vandals counted as contributions on WikiAnswers?

Because blocking vandals does not change the actual appearance of the site.
