If:

a) your pipe is the same diameter through the length of the pipe

-and-

b) the lower half of your pipe has a mounting bracket

-or-

c) you have no intention of returning it to being a cold air intake again

...you could just saw the bottom off your intake to a point where you can mount the filter. If there is a mounting bracket on the cut off portion, you could always use a rubber hose with 2 hose clamps to reconnect the 2 pieces back together again.

Which is best to buy a cold air intake or air intake for Honda Civic EX 2003?

If there are a lot of deep puddles or it floods a lot, get a short ram intake since you can not use your cold air intake in those conditions (even with a air bypass valve). Alternately, you can get a K&N Typhoon intake that can convert between cold air and short ram lengths. If flooding is never a concern, or you don't mind constantly switching back and forth to get the most power in ideal conditions, then get a cold air.

It depends on the intake that you get. There are short ram air and cold air intakes. Cold air intakes are preferred amongst rsx enthusiasts because of the cold air that is being sucked into the motor. On average, about 3-14 HP can be obtained from an intake. Do cold air intakes work on turbo charged engines?

If they are designed for the application, then yes. Air is air, and generally, you want the least hot air possible. You would have to re-tune everything to match the new intake of course. A "cold air" intake isn't that different mechanically from a short ram intake. It just has a different end point.
