if the substance is neutral you can charge it by detaching electrons from it ,it will give the substance a positive charge and if you want to give it a negavtive charge(it can be done when outer shell is not full means it don't have 8 electrons)give it electrons.this can be done by bet radiation,high frequency gamma,uv radiations.
