Any version of Windows does not support DOS OS.. It only gives us the DOS shell.. However you can check the version by "ver" command in DOS prompt..
Windows 3.0 is not a version of Windows available for the Windows Vista GUI. Any version of Windows before Windows 2000 are also not available.
If you have a pirate version of windows it's reasonable. But you purchased license it's another thing. In the case when you have a legal version of windows. Check connection, check firewall setting, check update service. Reboot your system, close all applications. Scan your system for errors. If it doesn't work call Microsoft.
