You would go to the question history for that question and check the log.

Depends on the context of which the question was asked. If you just came up to a random and asked it, then no.
What it is doing is checking your question against similar ones, to see if your question was asked before. It also performs a very basic spell check, showing alternatives. If you're sure your particular question hasn't been asked, then you've got the option of adding it to wikianswers as a live question.
