By simply defeating all the Rocket Grunts and exxecutive(s). Just be patient, because there are alot of grunts. After you've reached the 5th floor ( dont know the floor exactly, but the most upper floor ) you'll find a fake director.
Then you'll have to go underground and just defeat alot of grunts again, and you'll find the real director. He'll give you a clear bell and you can get Suicune at Tin Tower in Ecrueak City.
