I would use a large lag bolt and connect a 2x6 or 2x8 to the vertical concrete side putting a lag bolt every 12 to 16 inches. This will give you a good lege to hange some joist hangers from. Then just use the joist hangers to connect the joist's from your wood deck to the concrete deck.
