I would use a large lag bolt and connect a 2x6 or 2x8 to the vertical concrete side putting a lag bolt every 12 to 16 inches. This will give you a good lege to hange some joist hangers from. Then just use the joist hangers to connect the joist's from your wood deck to the concrete deck.

Be sure to use very long lag bolts at least 2.5 to 3 inches long.

what your saying about 2by6 or eight boards is good iwood make sure i put treated weather wood with a good sealer i would get some 16 penny concrete nails and a 20 oz hammer and get to work
