If you do not pay a congestion charge what will happen?

Please pay it! It becomes a nightmare. It ends up with bailiffs at your door. If you have left it to late and it has got to that stage, you can fill in forms PE3 and PE2 which are an out of time form and a stat dec send to the court and the TFL will reissue charge at original charge. This forms will though have to be witnessed by a solicitor after you Have ticked the I did not receive notice to owner box!

What is non colloidal?

The non-Newtonian rheology is calculated numerically to second order in the volume fraction in steady simple shear flows for Brownian hard spheres in the presence of hydrodynamic and excluded volume interactions. Previous analytical and numerical results for the low-shear structure and rheology are confirmed, demonstrating that the viscosity shear thins proportional to Pe2, where Pe is the dimensionless shear rate or Péclet number, owing to the decreasing contribution of Brownian forces to the viscosity. In the large Pe limit, remnants of Brownian diffusion balance convection in a boundary-layer in the compressive region of the flow. In consequence, the viscosity shear thickens when this boundary-layer coincides with the near-contact lubrication regime of the hydrodynamic interaction. Wakes are formed at large Pe in the extensional zone downstream from the reference particle, leading to broken symmetry in the pair correlation function. As a result of this asymmetry and that in the boundary-layer, finite normal stress differences are obtained as well as positive departures in the generalized osmotic pressure from its equilibrium value. The first normal stress difference changes from positive to negative values as Pe is increased when the hard-sphere limit is approached. This unusual effect is caused by the hydrodynamic lubrication forces that maintain particles in close proximity well into the extensional quadrant of the flow. The study demonstrates that many of the non-Newtonian effects observed in concentrated suspensions by experiments and by Stokesian dynamics simulations are present also in dilute suspensions.

True or False Kinetic energy is stored energy?

The question is too vague: work done on what? Kinetic energy of what? If you mean: "is the work done on a body equivalent to the kinetic energy of that body?" then the answer is "in some cases it is, but in general it is not".Generally, the work done by a force on a body equals the change in total mechanical energy of that body (this is called the work-energy theorem). The total mechanical energy of a body is equal to the sum of its kinetic energy and its potential energy. Potential energy is only relevant when the body is under the influence of what is called a conservative force, such as gravity. We can express the work-energy theorem mathematically as follows:KE1 + PE1 + W = KE2 + PE2 (Eq. 1)Where W is the work done on the body under consideration, KE and PE represent kinetic energy and potential energy, respectively, of that body - and the subscripts 1 and 2 refer to the states just before and just after the work was done on the body.If we picture a body that is far removed from any massive object (i.e., there is no significant gravity or any other conservative force field acting on the body), and we say furthermore that it is initially at rest with respect to our frame of reference, then we may set KE1, PE1, and PE2 equal to zero. Eq. 1 now becomes:W = KE2Or:F d = 1/2 m v2Where d is the distance over which force F acts, and m and v are the body's mass and velocity, respectively. Thus, in this case, work done does indeed equal the body's final kinetic energy. Remember, though, that this is only true in a special case, where simplifying assumptions have been made (no gravity, body initially at rest). Eq. 1, the general form of the work-energy theorem, generally holds in classical mechanics.
