Simple, first you need to realize that snake bite will leave life long scars, you need to stay on top of looking after them, they will swell for the first two weeks and you need to keep them clean and stay on cold stuff to keep the swelling in check.
You need to educate yourself on which local studios will provide the piercing service for you with your parents consent. A shop that doesn't need parental consent is a shop you don't go to. Simply because, if they say they don't need your parents consent and other shops say they do, clearly the shop that doesn't want your folk consent is just out to take your money and screw up your piercings.
Once you have researched the pros and cons of the piercing you are after you need to sit down with all the information (this means you have all the info in writing (pamphlets, written aftercare instructions etc.) from several good shops, and have a chat with the folks. Calm, cool and informed should be your goal, if you start to lose it with them, you're shooting yourself in the foot. Leave the material for them to read and try again some other day.
Fact of the matter is you need to show them you are smart enough and old enough to look after the piercings. If you can't organize yourself to take this approach then you simply need to wait a few more months till you figure out how to approach them with this again. Trust me nagging them will get you no where, in fact it will probably write the whole idea off.
Professional body piercers hate dealing with Winnie, hyperactive kids. Body piercing is not for kids, it's for mature individuals who respect the craft and respect what they are asking to have done. So you have to convince your folks and you need to convince the professional body piercer that you have what it takes to get the piercing and look after it. Research research research!

Its hard. ( I'm trying to convince mine now!) Show your parents you are responsible by helping out with other pets ( If you have any) Do chores without being asked. If your parents don't like snakes, like mine, try teaching them about how wonderful snakes really are. I know it is hard, but keep trying!
