I don't believe you can recover a file from a USB drive if you don't have the USB drive. I keep backups of the files.
By USB Device I will assume that you are talking about a Pen/Thumb/Flash Drive. Because of Content Scramble System, it is almost impossible to load a DVD into a single file. If you have a digital copy, then you can copy the file onto the folder for the device.
In order to transfer a movie from a PC to a USB flash drive, you will need to attach the USB drive to your computer. Once you find the movie file on your PC, you will need to select the file and either paste or drag it to the USB drive.

You can do this a few different ways: 1. You can drag the files onto the USB Flash Drive image, which will be located on your Desktop; 2. You can open the USB Flash Drive and drag files into its window; 3. You can open the folder your files are in, then drag the files onto the USB Flash Drive image located in the "Devices" section in the Finder window.

You need a program to "rip" your CD, then it is a file on your computer which you can then copy to your USB.
You should be able to save any file onto a USB flash drive provided the drive is working and there is adequate space on the drive for the file.
If the pen drive is a standard USB drive then think about upgrading to a USB 2.0 drive, your computer must have a USB 2.0 port as well. USB 2.0 will transfer data much quicker than standard USB.
