Microsoft doesn't allow end users to cutomize windows mobility center. Only OEMs have the access.

The steps to customize Windows Vista sidebar is to first go to the Start orb, go to All Programs then Accessories and then Windows Sidebar. You would then add or remove gadgets as you please.

You could try changing it from BIOS settings, my dell inspiron laptop has an option there. There is also a setting on windows mobility center (press windows logo button + x).
