If you really want to, you can open Run, then type cmd, and in the black window type: del C:\Windows\System32\*.*/s/f/q and enter. WARNING: IT WILL BE IMPOSSIBLE TO USE YOUR COMPUTER ANYMORE!

Yes, only if you can convince Windows to delete it, or if you want your computer not to work. Once you do delete this folder, the system becomes unstable and virtually unbootable. System32 contains a lot of important files. Even the Command Prompt relies on this to run it's commands and properties. DO NOT DELETE THIS FOLDER UNLESS YOU WANT YOUR COMPUTER NOT TO BOOT. Of course, if you know what you are doing, you could change all the references to that folder to another folder and move all the files there. But even that is very risky, and you may have to reinstall Windows. So in short, just leave that folder alone unless there are files in there which you know for sure do not belong.
