There are a few different ways.
Your service provider may offer an app for music purchase and download, such as "Rhapsody" with MetroPCS.
You may also use your USB cable to import music files directly from a computer on to the phone to play through your choice music app.
You can use the "Pandora" music app to stream and listen to music on your phone. This will not download or save any music to your phone though.
I like to use free file-sharing apps like "4shared" from the Android Market Place to search for and download specific music onto my phone.
