Diverting the overflow of water to another place is one way to dry out the garden. Many people in Houston, where I used to live, would permanently place a drainage pipe (PVC) from the low place in the yard to the road--it needs to have a slight pitch so that gravity will lead it to where you want it. Otherwise, use gutters so that the water is diverted to a better area for drainage. Building up the area would probably just lead the water to pool elsewhere.
Make sure you aerate the top soil, this will make sure that the extra moisture is evaporated out. If that doesnt help try to dig small holes in the soil to create more surface area for evaporation and that should drive out as much moisture as possible. and obviously to stimulate evaporation keep in sun/ventilated heat. If all else fails re pot to save!
