I believe you have to talk to Dale, if he says something about wanting the clock tower fixed you go to hamilton and he will ask if you will fix it for him and give you the clock tower key. then you go to the clock tower and you'll find the left side of the quilt stuck inside.
If its a plastic fuse use needle nose pliers remove what ever pieces are left. If its a glass fuse use a small screwdriver
