If it is electrical, you will need to take off the inside panel of the door. most door panels will pop in and out.
First you need to take off the inner door panel. First remove the plug under the door pull and then the Philips screw behind the plug. Next take the plastic trim off the door latch and remove the screw behind the cover. Last screw is under the plastic trim on the side of the door near the latch. Then remove the button clips,you will probably need a Philips screw driver and a flat to pop out the buttons mostly located along the bottom. Next pop up the top part of the door cover on the top surface of the door after you remove the lock plastic pull. Now you will need to drill out the rivets. There is one near the top of the door and 3 down near the bottom. Now lower the window to get to the clip holding the window to the regulator. There is a black clip on the bottom that can be removed by pushing the tab over with a flat blade screwdriver. After the clip is removed the plastic part will slide out of the window and the regulator can be removed. Remove the motor with 4 Torx fastners and bend out tab holding motor in. Install new regulator and secure clip to window first, then add pop rivets.
Remove the interior panel by unscrewing door handle. The window can be wedged into the "up" position from underneath by introducing a piece of 1X3 lumber cut to the correct length and grooved across both ends. It is probably not worth while to pay for the proper repair on an old Excel.
You need to determine if it is the switch that is bad. Trying "jumping" the switch with a 12 volt battery. By putting the positive and negative leads to the window motor one way will lower the window. By revering the polarity it will go up. If it doesnt then your motor is bad. You need to connect the wires by by-passing the switch directly to the motor. You will have to either remove the switch or remove the interior door panel in order to do this. I hope this helps you.
