I had the same problem and fixed a few things on my divic...it ended up that I blew a head gasket...get it checked out
Soot coming from a heating source that's not operating properly. Have all heating sources checked by a professional to locate problem. Have this done ASAP. Soot will cause other damage besides around edge of carpeting.
If a 2001 VW Beetle does not have hot air coming from the heater there is a problem with the vehicles heating system. The heater core is malfunctioning and will need to be replaced.
The answer depends on the thermostat setting as well as the kind of heating system that you have.

Sounds like "heater core" is shot-any coolant leaks inside the car coming from under the dash?, Have check, replaced. Or could just be an air lock in coolant system, which is better easy fix.
Do you have in recycled air on or the fresh air coming in? I havent had this problem, but when I need to I always have the fresh air coming in rather than recycle air. sounds to me like a heater core leaking
I had a problem with the cooling fans not coming on when the car was at rest.... so when i would stop at lights the temp would start rising... i ended up working out you can override the faulty circuit by turning on your a/c when you pull up and that overrides it and they turn on and no more over heating..
