you can capture the legendary ho-oh when you've already catch the three legendary dogs. go to the tin tower, talk to the man inside for Rainbow Wing and suddenly, a stair appear. go trough it, solve some puzzles, and finally, the legendary ho-oh will appear. It leveled 60 and uses Gust, Recover, Sunny day, and Fire Blast. DON'T USE the master ball (if you have one), because its little bit easy to catch(I just need 3 Ultra ball to catch it, maybe its my luck), but stock a lot of Ultra Ball. Happy catching!!
